The ₹1 Crore Question: Who Is Bihar's Overseas Scholarship Really For?
National Overseas Scholarship announcements — who gains, who is left out?

For Hajipur; From Hajipur!
Science, integrity, and action, for Hajipur
Son of Hajipur. Scientist, researcher, and PhD scholar, committed to bringing what he has learned in America and Europe back home to Hajipur.
PhD Scientist · America & Europe · Son of Hajipur
Dr. Singh's life and work across the developed world show that societies can function differently, and Hajipur can too.
2025 · The Main Story
“No political party truly wants real change, otherwise why would the old order still survive? The full story of 2025 is witness to that truth.”
2025 was a turning point for Hajipur and Bihar, not the destination and not the end. That year Dr. Ashutosh Singh resigned as Senior Scientist at CNRS in France. It was a deliberate sacrifice of the career he had built across India, America, and Europe, so that his full energy could be devoted to Hajipur and Bihar.
Jan Suraaj had promised that voters would get capable alternatives, not a repeat of familiar politics. Dr. Singh believed that if a new force was genuinely offering change across Bihar, entering the Hajipur race personally would only narrow their chance. So he did not contest the 2025 assembly election, in order to give Jan Suraaj a fair opportunity.

Hajipur — Dr. Singh's Plan
“Every monsoon, Hajipur's streets become rivers. It does not have to stay that way.”
39 wards, 23 panchayats, along the Gandak, from Patthar Ki Masjid to Nepali Mandir. Dr. Ashutosh Singh's engineer's plan covers drains, roads, waste, schools, and tourism, and it starts at the ward.

See the full planDr. Singh's grandfather taught him that if we improve ourselves, every home will improve, and when homes improve, society will improve, and when society improves, the nation will improve. With that belief, he has sought to prove himself in education, research, industry, and in the years he spent across America and Europe.
His sense of duty toward society grew deeper when his aunt lost her young son. The carelessness of a government hospital made that tragedy worse. The grief did not leave him. He began to ask that if a family with education and standing could suffer such a loss, what awaited the poor and the weak, those who have lost hope and accepted misery as their fate.
In Hajipur he sees that resignation every day: homes flooded in the rains, streets choked with waste, dignity lost in hospitals, and hopelessness toward officials and teachers. Many have accepted poor treatment as normal, but it is not normal. Because he has lived and worked across America and more than twenty European countries, he knows how the quality of life and governance can be, and he believes bringing change is his responsibility, because he has seen possibilities that others have not.
He draws strength from Prahlada Maharaja's prayer in the Srimad Bhagavatam (7.9.43): "May all beings be happy and free from misery. I do not desire blessings for myself alone. I desire the welfare of all living beings."
Transforming a constituency does not always require waiting on government. On the ground, in sanitation, drainage, schools, health awareness, and transparency, much can begin with citizens and professionals organised with purpose. He seeks allies who bring merit, integrity, and vision, not the culture of career politicians, but a culture of solutions.
The question no one answers honestly
“What can one MLA do alone?”
MLAs and MPs today represent their party, not their constituency. Dr. Ashutosh Singh's answer is clear: yes, one MLA can do a great deal, if he stands on merit and not on a party's favour.

“Change will not come from one leader. It starts with a team.”
Dr. Ashutosh Singh's approach is direct. He wants young, dynamic people who are not full time politicians to fight together from ward to assembly. Join the mission, or get career guidance.
Gen Z · Millennials · Youth who are not career politicians
